Researchers at the University of California, Davis developed a decision support framework for local governments to assess life cycle greenhouse gas reductions and costs of Climate Action Plan strategies. The researchers demonstrated their approach by developing marginal abatement cost curves for two California counties, Yolo and Unincorporated Los Angeles, based on strategies from their respective Climate Action Plans. This paper reviews literature on production cost at the plantgate – without considering taxes or delivery costs – for selected biofuel technology pathways using a levelized cost of fuel approach, applying common financing assumptions for capital amortization and converting all values to year 2016 dollars, and examines results in the current low carbon fuel policy context.
