This dissertation sets out to 1) explore the feasibility of implementing a per-mile road-usage charge (RUC) in replacement of the motor fuel taxes, 2) estimate the changes in vehicles-miles travelled (VMT) and the revenues generated from motor fuel taxes under the backdrop of vehicle electrification, and 3) quantify the effects of vehicle class and fuel type portfolios in ZEV-adopting households’ vehicle replacement decisions.

Prior analysis from California finds no reason in the available data why this difference persists. This report extends that analysis across 12 other U.S. states with varying, but generally less supportive than California, EV policy and market contexts.

The transition to electric vehicles (EVs) will rely, ultimately, on the participation of all vehicle buyers. Researchers at UC Davis examined whether the gender similarities in prospective interest in EVs witnessed in California extended to other states that, while generally supportive of California’s EV goals and signatories to many of California’s air quality standards had less supportive policy frameworks, fewer EV sales, and less EV charging infrastructure in 2014.

Advancing Equitable Electric Vehicle Adoption: Addressing home charging barriers and costs

This project evaluates the relationships between EV adoption, home charger installation, and housing characteristics as well as the costs of home charging installation for homes of different types in the City of Burlington, Vermont. The project also investigates the sociodemographic makeup of residents living in homes with greater barriers to home charging using national data.
