Dataset: Summary of SB 743 implementation efforts by California's 539 cities and counties

This dataset is an Excel spreadsheet that summarizes findings on how each of California's 539 cities and counties have responded to SB 743, focusing on jurisdictions' acknowledgment of the policy shift, thresholds of VMT impact significance, VMT impact estimation methods (and tools), VMT impact mitigation guidance (and tools), VMT mitigation monitoring, inter-jurisdictional collaboration, continued use of LOS. The data is based on review of local governments' documentary records and direct communications with local government staff and consultants. The data was collected between 2021 and the summer of 2022. The first eight columns in the spreadsheet provide basic information about the 539 cities and counties (name, city/county, urbanized/rural, 2020 population, land area, 2010 VMT/capita, and 2010 VMT/employee). That information is included for every city and county. The remaining 32 columns summarize various aspects of the jurisdictions' responses to SB 743. Because the researchers could not obtain information on SB 743 implementation from every city and county, some jurisdictions (rows) show "Unknown" in those 32 columns. Even for jurisdictions where the researchers obtained at least some information about their implementation of SB 743, they sometimes could not find information for all 32 columns. Additionally, not all 32 columns are applicable to every jurisdiction. Hyphens ("-") are used for both of those scenarios—either relevant information could not be found for a particular column or the column is inapplicable to the jurisdiction.
